Beings come from all over: other dimensions, alternate realities, other times, other universes, and yes from Earth. As would be expected, some have agendas counter to yours or at least harmful to you. Some are beneficial, and many of course have little impact on you.

Also voices can be created or induced over great distances with out any need for those beings to be near you.

As such, a 'NEG' not from 'here' is clearly a possibility in your case.

While identifying the source of your problem is comforting, more detail would be needed to aid you in stopping them.
