Two questions regarding angels?

1. How would an thoroughly eastern person who is not conditioned by the image of an angel with wings, perceive an angel?

2. Who commands the angels? Is it the unmanifest Source, or a God personality?

1. As far as I can tell, everyone sees these beings in the same way. But there may be variations.
