does baby crying sound effect can be used as a neg countermeasure?

Yes, if you record the sound of a baby crying loudly, this should irritate neg spirits and drive them away. But this would also annoy humans. Nursery rhyme type songs also work on the same principal, as if repeated they irritate adult minds.

Since baby crying is mainly a mix of high frequency sounds, ¿is reliable as neg countermeasure use of an ultrasonic rat (or bat) repellent electronic generator?

Ultrasounds (even setting generator to high volume) are beyond hearing limits of normal human ear and therefore no source of annoying sound pollution.

I have not tried this. You would have to experiment with these devices and make observations on effectiveness.
