Is it the same thing with humans?

Breed billions of humans so only a handful raise kundalini?

This could be true.

Throw billions of people into the world and hope that a few become enlightened.

There would be many more enlightened people in this world, if the knowledge of 'how to' were made available in an understandable and useable form.

As far as I can ascertain, the transmigration of species is also a factor. Consciousness evolves from the lowest to the highest over time.
