I have read Dion Fortune's writings on existence of the Occult Police, controlling negative practitioners and sometimes helping the victims. Does this police force exist at all, in your experience?

No, not in my experience.

I read this book many years ago and tried following its instructions to no avail.

If this were true, black occult groups and things like possession would not be thriving.
